It’s a free app in the iTunes App Store. I’m unsure if it’s still available, but basically what it does is just let you play Sonic the Sketchhog (which is just a fun little mini-game) and download a selection of iPhone/iPod Touch wallpapers that change every month or so. I haven’t been able to keep up recently, so I’ve probably missed quite a few.

Whoops. I managed to forget about this for a bit.
So, the way I figure it is, from now on I’ll just post the highest quality .PNGs as I can and if anyone wants a specific .PSD or .EPS, they can message me and I’ll upload it. That’ll keep things moving faster.
